In 1980, Nestlé's then vice-president, Ernest Saunders, wrote in a secret memorandum to the company's general Managers, Arthur Furer:

"In view of the overall propaganda campaign now being mounted by IBFAN and the professionalism of the forces involved, "It is clear that we have an urgent need to develop an effective counter-propaganda operation, with a network of appropriate consultants in key centers, knowledgeable in the technicalities of infant nutrition in developing countries, and with the appropriate contacts to get articles placed".
